EU-funded initiative CERTAIN, or Certification for Ethical and Regulatory Transparency in Artificial Intelligence, aims to promote ethical AI compliance in Europe amid growing regulations like the EU AI Act. Led by Idemia Identity & Security France, CERTAIN involves 19 partners across ten European countries, including the St. Pölten University of Applied Sciences in Austria. With its launch in January 2025, CERTAIN could set the standard for global AI governance.

Driving Ethical AI Practices in Europe

Sebastian Neumaier, Senior Researcher at St. Pölten UAS’ Institute of IT Security Research and project manager for CERTAIN, emphasizes addressing regulatory and ethical challenges with the initiative. The goal is to create tools that enhance transparency and compliance with the EU’s AI Act, providing feasible solutions to help companies meet regulatory requirements and boost confidence in AI technologies.

CERTAIN aims to develop user-friendly tools and guidelines to simplify complex AI regulations, assisting organizations in both public and private sectors to navigate and implement rules effectively. By bridging regulation and innovation, the initiative empowers businesses to utilize AI responsibly, building public trust.

Harmonizing Standards and Improving Sustainability

CERTAIN seeks to establish consistent standards for data sharing and AI development across Europe, enhancing collaboration and efficiency in AI technology use. Beyond compliance, the project aims to unlock innovation opportunities by creating open and trustworthy European data spaces to drive sustainable economic growth.

Aligned with the EU’s Green Deal, CERTAIN focuses on sustainability by promoting energy-efficient AI systems and eco-friendly data management practices. This approach supports EU sustainability goals and ensures AI development considers environmental impact.

A Collaborative Framework to Unlock AI Innovation

CERTAIN fosters collaboration and dialogue among stakeholders, engaging researchers, tech companies, policymakers, and end-users to co-develop tools and standards. Beyond product development, the initiative informs stakeholders about legal, ethical, and technical AI matters, ensuring practical and widely adopted outcomes.

Part of the EU’s Horizon Europe programme, CERTAIN’s consortium comprises leading academic institutions, industrial giants, and research organizations to shape Europe’s AI future. The collaborative effort kicked off in January 2025, setting strategies to tackle regulatory, technical, and ethical AI challenges.

Ensuring Compliance with Ethical AI Regulations in Europe

CERTAIN plays a pivotal role in aligning with the EU’s AI Act requirements, especially for high-risk AI systems in healthcare, transportation, and law enforcement. By providing actionable solutions that comply with Europe’s legal framework and spur innovation, CERTAIN aims to position Europe as a global leader in ethical AI development.
